Edited to specify that it is only the "offline" setting that causes this.
I absolutely love the play offline option. There are just times when I want to play and not interact with friends. It's nothing against them at all.. I just want to play and have some alone time. Whoever created the "offline" option was brilliant and I think understood the concept of just wanting to play without interruptions from others.
As far as PvPers being offline and sending harassing tells/whispers.. there is also a wonderful option for that as well.. it's /ignore (problem solved).
The ignore feature is irrelevant here. The problem stems from how the mechanic itself currently works, as it is a setup for disaster. Why implement a mechanic that can be so easily abused, and often is?
Then just make it so when someone is set to offline they can't message anyone or receive messages. I'd be fine with that. I just want the option to play offline when I want to.
If you want to do that, you can toggle yourself to Online. There are no real reasons you need to be able to whisper people when you're Offline. So sometimes you need to whisper to some noobie were the respec Shire is or your other friend that you will be done in 10 mins. There are real reasons for this feature.

In general your assumption that most often players select the offline mode to troll others in PvP is mostly incorrect.
While I have Received tells from people I killed the few I responded to were all online.
This is completely you-centric. Because it's not an issue for you, then it clearly doesn't matter. Where is the data supporting your claim that an assumption is being made? Oh. There is none. Because you don't have access to that information. You just have the experiences of one person. I am glad that yours have all been outstanding. Lucky you.

Enjoy the game.

And I am telling you that some of us are not happy with how the ignore function currently works, so in some of our eyes it isn't that great of a solution. I am familiar with how ignore works, and that ZoS's method is to send that in response to reports of harassment. I have discussed this with CS in depth. You may be happy with how the ignore feature works, some of us aren't.
...if I see someone in chat request an item from the guild bank or something like that I can send them a whisper saying I will grab it for them.

I made a post about a function in game that is abused. You gave a suggestion, and I told you why for me it isn't a solution in mine and others opinions. If it works for you, great - but understand it is not the solution that everyone is happy with.
My only intent in making this post was to try to find a solution to get rid of harassment that is happening in game via a mechanic that is being abused. Not sure why that is so upsetting for some of you.

Then the part of just ignoring their comment and moving on often has a great effect on ending it. Generally small minded people who harass others in Cyrodiil stop when they do not see signs the elicited a response. Considering you know they are on offline mode it appears you have replied and as such my guess is some replies made it through. Just a guess mind you.
In either case it has been pointed out your idea would not work either way making no reason for changing suggested.

He (or she) stated that they knew it was happening. From actual experience. They did not give exact details regarding the scope of the incidents. You can go back and reread if you'd like. I know, from experience, that the Offline flag is abused often in PvP. Several times a day, at least. And that is just the content that I am exposed to during my play experience. It would be foolish to assume it is not abused outside of my knowing, when I'm not their to objectively observe it.
The ignore feature is flawed. Objectively. You're just King **** though, aren't you? All full of pomp and arrogance. You really put me in my place. Because that's what the forum is for. It's for you to puff up your cyber chest, and really shut people down. I think your festive Jester Crown has gone to your actual head maybe. Thanks for so condescendingly posting those links. It's not like they are part of the automated response message for virtually all player reports.
PS - Does your web browser not have spell check? It's been established quite thoroughly on the internet that, when you're attempting to tear someone down for no reason (and illustrate how superior you obviously are to them, that spelling and grammatical presentation matter. If you type like a clown, it makes your pompous little fart seem obnoxious. And a bit ironic too. Just sayin'? LOL?
Just so you know, they will set themselves to "online", rage tell you, then quickly set themselves to "offline". Then they will prepare a second rage tell, quickly set themselves "online" to send it, then quickly set themselves to "offline" right after.

OMG(.) LOL.
Where is your post saying the same thing to the OP(?) Oh, there is none in this thread. Based on (exactly) what he replied, before you commented on my post, his experience is specifically based on his limited experience.
Go blow smoke up someone else's ***
(LOL.)
EDIT: And BTW, the ignore function is clearly designed to be the cure for the situations OP suggests. That is not just my (opinion) but others in this thread, and (large gap in text removed) (ZOS) has provided instructions on the use of the ignore function to block text chat from players. I have linked it to make it easier for people to (find) this very helpful information.

Just in case someone accidentally puts a player on their ignore list(,) (ZOS) has provided instructions on how to unblock them. I have included a link to that information as well.

(I'm) attempting to be as helpful as possible (by presenting) links to aspects of the (support system).
LOL?
@orinthol
You have been called out in this thread as being rude with your replies like this. Calling those who selected the agree option on that post does not make others trolls. They were merely expressing their opinion.
You can try to put me down but that does not elevate your argument nor make it correct.
Considering most of the replies in this thread are suggesting the ignore function to be used in situation OP suggests and more than one time it has been brought up that clearly OP is replying to the trolls in Cyrodiil, otherwise he would not know they were set to offline and replying to trolls is merely feeding them. A bad practice.
Further, it has been pointed out that changing how the offline feature works as OP suggests would not change a think. One could place themselves online, send the whisper then go offline again. No reason to change it.
All the best.
