I sometimes use the whisper option when I am offline and it is very handy to be able to do so. As an example when I am leveling a lower level character I don't want to be bothered with a lot of requests to heal trials, pledges or equipment runs. I am a guild officer though and if I see someone in chat request an item from the guild bank or something like that I can send them a whisper saying I will grab it for them.
And you do have the option to ignore people who are harassing you in game without changing how others might play. Maybe instead of not allowing offline people to whisper have a setting that would allow you to ignore all players with offline status? That change to me though would be really low priority considering some of the other aggravations in the game.

It is up to you to communicate to your target audience so it is indeed on you and not them. Your first sentence is usually a pretext of what is to follow. Reading your message there were two things to take from it. One that there was/is no point to being offline other that to harass people and two you don't think people who are offline should be allowed to whisper. Some chose to answer one aspect of your message and others both.
And again you can always ignore in game. problem solved.

I get whispers constantly from players who are not on my friends list ( enemy faction players ), and am unable to reply to them though they are whispering to me over and over, sometimes.

How do you know? Because the people in your bubble don't? In my bubble people do it when going I to VMA or trials. If you are online and people are whispering you and you have it unchecked and are switching zones clearly not AFK, they think they are being ignored.
As others have said, it's to play without being bothered/interupted/seen.

The Offline flagging function creates the ability to harass. Harassment creates reports of harassment. Customer service tickets. Those tickets take time to clear, which costs ZOS money. The current ignore feature functions in a manner that is at least as dysfunctional as the Offline flag. You ignore a player, yet they can still read your comments and respond to them. You simply can't see it.
Both are utilized to harass. The point of this thread is not to determine who is and is not being harassed by said feature/s. It is to identify whether changing one or both would create less harassment. And by doing so decrease customer support tickets. And ultimately, save the company money.
If it would cost more for a programmer to change the system than it does to clear the tickets currently produced, then obviously it is not a viable thing to pursue. We don't have access to the numbers regarding either of those things. So none of us should be making assumptions about them.

Or you could use the mechanic they so conveniently put in the game for you and ignore them. The ignore list it there just for this sort of thing.
Why should I be unable to whisper someone because you don't want to ignore someone?

I made no assumption. I made a statement based on my experience of how players I have encountered use this function. It wasn't a guess, but based on actual events. This post is not about players who use the function as it is intended to be used.

I absolutely love the play offline option. There are just times when I want to play and not interact with friends. It's nothing against them at all.. I just want to play and have some alone time. Whoever created the "offline" option was brilliant and I think understood the concept of just wanting to play without interruptions from others.
As far as PvPers being offline and sending harassing tells/whispers.. there is also a wonderful option for that as well.. it's /ignore (problem solved).

The ignore feature is irrelevant here. The problem stems from how the mechanic itself currently works, as it is a setup for disaster. Why implement a mechanic that can be so easily abused, and often is?

"most" and "only real reason" that is an assumption. How many people in game right now have an offline status? How many in game last time you played had a status of offline?
There is no way at all you can know those numbers. All you know is how many people who are playing using the offline status have whispered you. You have no data to support if that represents less than 1% of the players currently playing as offline or 90%. You made an assumption that is was "most" to lend more urgency to your argument. That is what people are calling you out on. They are not saying it didn't happen. They are saying you can't know what percent of offline people do that.
And again you already have a solution in game that doesn't change the way others want to play. For some reason you fail to respond to that.
