@Zeuq and Chief (I think his forum account got 1vxed) showed me a cause of health desyncs that they discovered. Hopefully this will help ZOS to fix the issue.

Most of our health desyncs seem to occur after being hit with destro ults. Not sure if it's a particular element or morph that does it.

I can watch it just fine.

I know I get extremely health desynced in groups if we take a lot of damage & I use remembrance. We pretty much get stuck on the HP we were on, when I used remembrance.
Stuck in 9% HP & permanent red flashing screen? All good. It'll just drive you nuts and ruin your eyes but the flashing red is.. great.

This explains all those times I've been fighting, then all of a sudden BOOM full health to dead instantly w/o any incoming burst dmg.

Ya i've gotten a few health desyncs this patch, not sure what was causing it.

I wasn't able to watch the video of the website but was able to watch on Leifs YouTube channel,\
I always thort that bows were a big problem to health desyncs, now I know i wasn't going stupid}

Hmm, my health desyncs are usually the opposite of this. My health displays 50% even though I am at 100% (consequently I can go down to 0% health without dying).

This video show the opposite thing happening. Either way, inaccurate health bar display makes playing the game pretty tough.
