It most certanly exist, and not just in small camps here and there. There are several large, independant sections of the Imperial Legion causing trouble around Tamriel, such as the Seventh Legion in the Alikr and Bankoray, the Sixth legion in Cyrodiil, Legion of the West Weild and Legion Zero, in the Imperial City.

You can pay cash shop to switch the alliance of your race if you are creating a character for the first time. Not many do this because paywall and no way to switch after you start a char.
I entered the game six months ago as a Dunmer. I don't think I would have given two thoughts to my faction until I entered pvp. First impressions stick. I absolutely hate the AD and DC. To me you are my enemies. I will forgive you if you pve only. The way I forgive wood elves who don't see me as an ingredient in the evening stew.
Also, our landscapes are better looking. I'm loyal to the Ebonheart Pact.

And its not just because I am an incorrigable dunmer lover, ever since discovering their rich and intriguing history in TES:Morrowind...
It's also the thrilling stories of the pact questlines that -really- made me feel he setting of the three banners war. When I go to Cyrodil, I whisper "Remember Bleackrock!" and "This is for Stonefalls!" to myself whenever I go after some covenant swine, or "Get yours, Hatchling-killers!" when I attack the dominion cowards... there is none of that from the other alliances, thus I kinda feel like a jerk when I think about PvPing with my other alts... The pact stories just make you feel like you have a just cause fighting the other alliances, defending your lands, bringing retributiuon for the atrocities their invasions comitted...
I also love the origin story of the pact! None of that "let's band together to conquer the world" or "follow our lead we know best" crap we get from DC or AD... but a purely defensive alliance to fight off an akaviri incursion.
