Some, like me, have not been able to since the original server down 5-6 hours ago.
Giving it a bit, maybe whatever they fixed needs some time to propagate but atm this is round 2 of the 'server back up' announcement that doesn't really mean back up for players in my boat.1 -

Patience has limits. I think some explanation would fit the community. I think it's a mistake - even a naive mistake - to announce solved problems without first testing with/in the public.
It's time to sort it out. I do not know what the philosophy of ZOS is, sometimes it seems confusing to me, I hope I have a wrong feeling.
