PS4 NA, I haven't found the drop rate to be low. I found about a dozen last night while not even looking for them. All in chests, drawers, barrels, and crates.
Heartwood has been hard to find though.

Three weeks after PC release, I have 163 recipes. I needed to create an Excel spreadsheet just to track them all. (Though note that I've been deliberately farming them, so that's probably higher than most)
If you really want to buckle down and get blueprints, you can farm them pretty easily anywhere where there are a lot of containers... delves, crafting spots, cities, etc. One round around a fully upgraded Hollow City usually gets me 3 or 4, and the same for an hour of farming a good stealing route with my thief.
I agree this update could have been implemented better... no doubt about that. I'm of the strong belief that they should have released the new mats a month early, so people would have time to accumulate them, and I agree that what's available on the NPC vendors is abyssmal.
For now, I'd set Housing aside. Give it a month to mature while you go and do whatever you enjoy doing in this game... doing dungeons, questing, PvP, RP, whatever. Then, after a month, start shopping at the guild stores for recipes, mats, and furnishings; the market will have stabilized into decent prices by then. Check to see what recipes you've personally accumulated, and start using the mats you've gathered to make them.
I absolutely agree that the first week of this update was The Worst, capital T and W. But it gets better. Give the system time to age, and you start seeing the big picture that the devs were going for.
...though not having lightable fireplaces available without spending Crowns is still pretty BS.

the very next pattern I get from a cupboard I'm robbing? is the blueprint I just bought. it makes me wonder if each character is set to predetermined set of patterns... to encourage trading between players or something like that.
at least you are getting mats, OP. I'm starting to think that heartwood is actively avoiding me. either that or I'm unknowingly following some *** who only loots heartwood, leaving ruby ash behind (I've actualy seen this happen a few times, know how I know? when you loot ruby ash... or rubedite.. or ancient silk.. and get like lvl 3 mats instead from it >_> )

No.Containers and backpacks etc... are instanced, not shared. Although I have seen this problem with nodes and chests.
I don't think this is true. I'm almost certain that it isn't.
I have walked up behind someone immediately after they opened a container that always has 3 items and it had 2. The hidden panels will be cocked open if someone has opened them before you....a container that will have a crafting stone (corundum ect) + lockpick every single time will only have the lockpick after someone passes it.
I think they are only instanced in dungeons.

That aspect in bold has been in the game since Alpha.

When your hunting Blueprints, are you spreading out your efforts over the 3 alliances, or just within the zones of one of them? The Blueprints you get in AD will be different than DC and EP as they favor the base alliance races for each zone.
As for Mats, I have enough to make maybe 3 pieces of furniture, and I am a farming fool.
