EP certainly has guilds that fight on TF. I wouldn't say we are 'Elite', we just want players who know what they are doing and can bring something to a raid. In my guild, we support players to become better and to grow into PvP. But most of all we want our members to have fun and a sense of community in a good guild.
EP wants to win campaigns but it's almost impossible, as has already been said, AD always win because they seem to have superior numbers 24/7, whereas the rest of us have jobs.
I love PvP in ESO but for a lot of us, especially in TF EU, it's becoming a bit boring because of the way the map is always yellow when we log-in and we have an AD Emp to dethrone.

DC has quite a few guilds from what I've seen. Obviously you'll have to contact the right people but whenever I see DC sieging it's usually guilds I see. How welcoming they are to new players I don't know cause they all hate me as I'm mainly an AD player.
EP is probably the worst faction in terms of campaign wins. One day they'll cap the entire map, the next 10 days they'll be pushed back to their gate. Their zone chat consists of Kris spreading propaganda about how DC/AD is full of cheaters when all 3 factions are the exact same in that regard. Their guilds from what I've seen are more for the "elite" players.

Pretty sure there's a video of 100-150 EP (With Decimation in the middle of those pugs xD) vs a 12-16 man raid on youtube.
Needless to say, Decimation has a reputation, even among it's own faction for the numbers it rolls with.

Decimation started out as a pug friendly guild. We'd recruit everyone into our raids with 1 core ts group. We did not want randoms to feel left out. Unfortunately the idea became a bit... too big/popular with randoms. In the end we could get 4-5 raids. For various (obvious) reasons decimation stopped doing that.
Now: 1 group ts only. That is it. Second group is not allowed per rules. All players can still join the guild with only a few conditions:
A) dont be a ***have ts (just listening is fine)
We offer help with builds but never force anyone to run any specific type of build. Play how you want is still core to the spirit of the guild. Which tends to make us bad versus choo choo trains...
We have fun though. Laughing when we kill and laughing when we get recked. All good fun.
We main azura as we always have. At specific points you will still see us surrounded by EP zergs because... Well what do you expect to happen when for example you're defending last emp keep xD.
Still want to reiterate: only one DE raid at a time. Period.
