How about the idea that the change in the AoE cap also applied to mobs combined with some other, unintended calculation? It's really the only across the board change I can think of. Then again, invisible opponents in PvP doesn't seem to have a simple root cause, either, so it might not be something with a simple correlation to a single intended change in the update.

If that's the case, finding some scamp doing lightning damage and testing whether damage is constant or changes (and whether a debuffs popz up) is the way to go.
It's suspicious tho, MoL isn't exactly known for throwing lightning damage around.

The player's lightning attacks.
They would previously reduce damage of mobs by 15% when concussion procs.
A few sorcs = a surprising amount of uptime.

WE KNOW, but SORCEROR lightning NO LONGER REDUCES MOB DAMAGE, and so the mobs will do more damage. It's not ABOUT the mobs doing lightning damage, it's about the lightning damage the PARTY is doing no longer reducing the damage of the mobs.

Nothing to do with mobs using lightning.
Before this patch, players using lightning attacks would reduce the mob's damage dealt to the players by 15%, because of minor maim from concussion procs.
This patch, minor vulnerability is applied to the mobs from concussion increasing the damage mobs take instead.
