There aren't racial starting zones, only alliance based.
All Dominion characters start on Khenarthi's Roost. But if you have the Any Race in Any Alliance upgrade you can make a bosmer and choose Covenant or Pact instead.

Not every race has a beginner zone, but via the Aldmeri Dominion storyline you can visit 3 Bosmer zones - Grahtwood, Greenshade, and Malabal Tor. Or find someone to give you a lift, or use the Navigators added by One Tamriel.
There aren't beginner zones for every race, but if you fancy wood elves, you're in luck. No race in this game gets more spotlight zone-wise than Bosmer.
They can be found throughout all of Grahtwood, Greenshade, Malabal Tor, and northwestern parts of Reaper's March.

They're hard to find because they're small and hide in trees. In stalking them in the deep forests and jungles, be careful you don't become the hunted.

Dunmer: Bal Foyen, Stonefalls, Deshaan, Vvardenfell (in June)
Nord: Bleakrock, Eastmarch, The Rift
Argonian: Shadowfen
Imperial: Cyrodiil, Gold Coast, most of Craglorn
In terms of ranking, I'd go:
Bretons have three full-sized zones plus half of a full-sized zone, so they get the most zone spotlight.
Bosmer have three full-sized zones.
Dunmer have two full-sized zones, a mini-zone, and then a giant zone coming in June, which should vault them to the top when that is released.
Redguards have one full-sized zone, half of a full-sized zone, two mini-zones, and the south-west and south-central parts of Craglorn. They have the most breadth of any of the races.
Bosmer are the best most adorable cannibal babies ever. after Auridon you get 3 Bosmer locales and we are very welcoming, even if the smiles have sharpened teeth
