There aren't racial starting zones, only alliance based.

All Dominion characters start on Khenarthi's Roost. But if you have the Any Race in Any Alliance upgrade you can make a bosmer and choose Covenant or Pact instead.

There aren't beginner zones for every race, but if you fancy wood elves, you're in luck. No race in this game gets more spotlight zone-wise than Bosmer.

They can be found throughout all of Grahtwood, Greenshade, Malabal Tor, and northwestern parts of Reaper's March.

They're hard to find because they're small and hide in trees. In stalking them in the deep forests and jungles, be careful you don't become the hunted.

3. Dunmer have two full-sized zones, a mini-zone, and then a giant zone coming in June, which should vault them to the top when that is released.
4. Redguards have one full-sized zone, half of a full-sized zone, two mini-zones, and the south-west and south-central parts of Craglorn. They have the most breadth of any of the races.
5. Nords have two full-sized zones and a mini-zone.
