Where did they say Eso plus won't cover the dlc?

All the dlc thus far had a 40$ version that included additional vanity content like mount's, scrolls, & pets.
Say like when they had advertised the golden addition of Eso as a separate release that didn't invalidate your coverage under eso+.
Here they might've been advertising outside the subscriber vantage, as probably most casual players don't pay for eso+. They would've be the one's interested in the typical quest run of a new area. Compared to the rest of us who'll just grind it for gear.

✭✭✭✭✭They are splitting a hair in not calling it a DLC. I have no issues buying this expansion, however, I would expect DLCs to still come our way and it has been awhile since we have seen one.
In other words, I expect a DLC next update. Will it happen, they usually start talking about a DLC after an update has dropped on live. We will see.0
