Actually.....staffs have the lowest stamina return on heavy attacks out of all weapons.......
It's not much of a nerf, since it's less than a 1% change in your damage output.
It's just a consistency change. Again, it's putting DW in line with 2H melee weapons, not 2H ranged weapons. Granted, I will agree that it's an unnecessary consistency change since nobody ever picked DW over 2H because of that tiny bit of extra stat. But that's all that it is: consistency. I seriously doubt that decreasing your damage by literally a fraction of a percent was intended as a balance change.
