The title would be clearer if you changed "queue" for timer or cooldown.
And yes. If they are not going to make it apply only to those who leave, then remove it altogether.

If you remove the cooldown, people will just ditch any group that does not conform to their vision of an ideal setup.
Templar tank? -> leave group
Nightblade healer? -> leave group
lower than CP300? -> leave group
non veteran in group? -> leave group
This would put low level players in an even serious disadvantage than they are currently in.
It would also force players to play meta only, which is exactly the opposite of what this game advocates (or is trying to at least).
Seriously, the Group Finder is aimed to help new players, not hardcore players. Those can find groups via Guild or Buddy list.

We’ve updated the way the Dungeon Finder forms groups. When your dungeon group is ready, you will no longer immediately be put into a group. Instead, all 4 members of the group will have to verify that they are ready for the dungeon.
Once everyone says they are ready, the group will form and be sent to the dungeon.
If someone declines or times out, they will be removed from the queue, and the other three members will be placed at the front of the queue.
These changes were made to reduce the amount of AFK players entering dungeons, and also give you the option to decline a dungeon group prior to it being formed.

This doesn't cover any of my points though, unless I'm misunderstanding it. Would this make the cool down only apply after entering the dungeon? Even then a lot of the issues still remain after entering it.

we need the group leader to not be able to disband groups, and only be able to leave which would pass the crown.
There is nothing worse than joining a group that has already started a dung and can't complete it forcing you to just move on after several tries.
I normally do dungs with my healer and many times i have joined a party with low level players that don't have much experience with the mechanics for what ever dung we are in.
I don't like to leave instantly so i give it a go and try to help them as best i can but sometimes the language barrier causes confusion or the fact that they just don't want to listen or just leeroy the hell out of it expecting the healer to pull heals out the ass continuously!
It's not often i get these groups but when i do it can be frustrating!

Yes. Leader should not have the power to disband. But lockout should not be removed completely. They served a good purpose.

That would be a nice fix too. I still think that reducing the timer would be good too.

Whoever has crown should have the "disband" button blocked for a certain amount of time after the group is formed (and only if the group was formed using activity finder...regular groups formed outside of the grouping tool would not be effected) Of course they can leave the group if they want, but 3 other people should not be penalized because 1 person wants to be a troll.
