I think that the only way to fix the game now, is to completely rebuild the combat system. Remove proc sets, reinstate soft caps, remove aoe caps.
But, I think that zos doesn't have the resources anymore to fix the problems. They are just strining us along till we figure it out. For 2 years they've said they would fix the lag in pvp. Still not done.

What...? If you do Fighter's Guild daily, the solo Undaunted daily and one or two dungeons and sell all the loot, you'll have around 7-10K. If you have IC you can kill mobs and not only get gold/loot, but also tel var stones that you can buy stuff for and sell in Guild Shops or Zone chat.
200 mats cost 3-4 K.
It would take you less than a week of extremely casual play to fund respecs and new crafted gear.

And on a further note: My wife and I are (apparently) not the A-typical players that you seem to think exclusively populates this game. We don't PvP. We don't run Trials or Group Dungeons. We definitely don't do any Undaunted. We don't run the Maelstrom Arena nor do we go to the Dragonstar Arena.
We Quest and explore, and it's usually just the two of us as we're rarely able to team up with our friends in this game, but that's where we find our enjoyment, RP and just exploring the vastness of the world.
So our options for selling items is slim.
And no, any argument you make about us "limiting" ourselves just won't hold water in this case. Most people aren't continuously running Trials/VMA/etc. and holding large amounts of equipment that they will never use so they can sell it off as Gold-fodder. More people than you think play the game similar to my wife and I, and any changes that "kill" builds like our are extraordinarily difficult to recoup from. We play the game to relax, to escape from the "real world" for a bit.
We don't play it as a second job where being at the top of the mountain and having a small dragon's-horde of excess monster-set loot to sell is an every-day occurrence.
Resetting a character completely just because Wrobel gets a hair up his ass and destroys a build just isn't a feasible option for many people.

I'm in the same place play-wise as you, but think of it like this:
If what you do is mainly casual duo exploring and RP, do you REALLY need to respec and re-outfit your characters completely? I have found that in just questing, overland encounters, and general running around, it can be done on ANY type of build and with ANY type of gear. I rarely find anything challenging enough to warrant a full respec or change of gear.
I don't think you will have ANY trouble at all after the update and if you want to re-gear, just go purple until you have enough gold materials. I doubt you will even see a ripple in the pond...
To be honest, none of our Julianos/Seducer Mag builds are subject to anything in the "sneak peek". I'm glad we found a middle-ground.Well that's fair enough, it's true that it's a pain to upgrade to Legendary.
I just upgrade my weapons and leave the rest purple. Never had a full Legendary set, and it hasn't really held me back at all in anything I have done so far (which is everything except Trials).
