You also have to consider that the festivals have larger roles than what might appear. Witches Festival seemed to be to get players into delves and dungeons, to group up or be in groups, and get dirty. New Life Festival was more about exploring the world, maybe going to places that were new, daily quests, and getting more into the lore and flavor of the world while doing something fun (or different).
Personally, I consider the latter to be less boring , as someone who is doing the various titles and achievements across multiple characters. Neither one is really the poster child for continued excitement, although... mud balls.
I prefer one over the other, but I am not sure they are really things that can be compared. Apples and Oranges. We can debate all day which one we like better.
As for the buff in New Life Festival, I prefer it over the buff from Witches Festival because it did not change me, and I don't have a memento cluttering up my collection. What ZOS needs to ensure is that central locations are fully supported by the servers for all populations, even the initial rush.

I do wish they would have averaged the drop rate for the gold recipe and costume boxes. I've only gotten one fish eye but have multiple of every rune boxes that are only usable once per account.
Though even with the recipe requirement this seems like the easier achievement title to earn. It took forever, with the cool down, to get 100 plunder skulls. I already have all 9 quest achievements on 8 characters. I could buy the the last recipe if I need to.
These two Events are fundamentally different.
One was a grindfest, where the other was (is) an expansion on race lore, and a way for players to immerse themselves into the world.
Sure, the grindfest had a longer lasting effect, but it brought little to the game to make it richer.
I would love all future events to be a combination of these two.

Honestly they could take everything you said and combine it into future ideas. My idea is to just take everything that people have liked and put it into the next event. For example, they could have some quest related events as well as boss farming in the same event. That way people can just do whichever they like. Another example, they could make the buff able to be applied at any time, but have it make minimal changes to the player's appearance.

Well, the extension of my point is that the next Holiday, or a future one, will probably be focused on Homestead and houses, and the game play will be centered around whatever goals they have related to that. I don't see them mixing and matching that much because the design goals will, in the end, dictate how the particulars are implemented. Certainly, they will take past suggestions into consideration, but I expect that the design goals will not include a single event that will maximize player happiness.
Altmer New Life also isn't at all like what Naemon described... "I swear, it's like being home for New Life Festival. The family's been drinking since noon, and everyone wants you dead." We didn't get that Festival. That Festival actually sounds interesting.
