No, time in TES can only be altered by Akatosh (warp to the west) or an elder scroll (the time wound).

It wouldn't be lore accurate... blah, blah, blah. Sure, I could take that route, but there's a much more interesting one.
Why? Fighting dragons is boring. Dragons are fascinating, mind you, and I'm a huge fan of many dragon-focused fantasy works (Dragonriders of Pern being a particular favourite, what with its science-fantasy leanings). However, fighting dragons is boring. It doesn't appeal to me.
It feels like the fantasy version of a bunch of parasitic sociopaths ganging up on a hard worker to steal his 401K. What, exactly, did the dragon do to earn this ire? Did anyone bother to actually investigate? And who, exactly, are these 'heroes' and what justification do they have for killing a creature and taking all of its possessions? 'Because dragon' doesn't exactly ring true with me. It sounds more like a bunch of looters and bandits trying to justify themselves as being anything other than what they truly are. I'm reminded of privateers with delusions of nobility, believing themselves better than base pirates.
The thing is? ESO is a more mature game. It deals with much more interesting topics than EPIX xenophobic dragon banditry. If you want EPIX xenophobic dragon banditry, then try another game? There are plenty out there with less intelligent plots which would happily pit you against dragons for no reason whatsoever.
Macho men fighting dragons 'cause reasons just doesn't fit, here. Frankly, if there were sociopaths ganging up on a noble creature to take its belongings? That wouldn't be the quest. The quest would be to actually slay the blackguards responsible for the aforementioned evil act.
Soooo... There you go. It just doesn't fit, thematically.

These are the dragons that are alive during our times and they are not hiding they also maintain close relations with other races. Also Tiber Septim himself had a dragon. Stop making up thins lorewarriors that have no clue about the lore.

ESO is 2E583....Atlas of Dragons, 2E 373 by Brother Mathnan was written 200 years before our time line.
