The reason there wouldn't and shouldn't be any dragons in ESO is because The Vestiges(yes plural) are not powerful enough to eve hope to defeat a real dragon.
Read the word walls leading up to High Hrothgar...Dragons ruled everything...even the Daedric Princes were afraid of the dragon, they were more afraid of Alcuin mind you,but they fear dragons in general.
It took the Blades armies of dragon killing warriors just to kill one dragon...
Skyrim cheapens how strong dragons are, they are only killable by the Last Dragonnorn because not only is he dragonborn, he is an aspect of Talos....he is supremely powerful....put it this way...you could take every Vestige in Cyrodiil, let them gang up on the Last Dragonborn and they couldn't win...
Listen to Durnevir in the Soul Carin had been around since the beginning and never lost a fight until The Last Dragonborn...he defeated any who stood in his way except Alduin.
Parthurnaax was Alduins right hand man and first brother he conceals his true power from The Last Dragonborn.He is very powerful though, just smart.
Cyrus was only able to kill Naaarflungus in TES:Redguard because he was an aspect of the Hoon-Ding which according to Kirkbride is the 2nd most powerful entity in the TES universe second only to Talos.
1000 Vestiges wouldn't stand a chance against a Dragon let alone one of the named ones that have been around for a long time and are very powerful...The Last Dragonborn only makes it look easy because he is a Talos avatar with Talos Voice that he re-learns...he can shout them down.

With just the tiniest bit of imagination, you can easily have a dragon encounter.
1) A Trial Where a hidden or presumed dead dragon is worshiped by a cult of whatevers - insert favorite bad guys here.
3) A Trial Where a dead dragon is brought back to life by a cult of dragon worshiping whatevers - of course it's an undead dragon but still.
3) A Trial Where the players travel back in time through some hole created by Molug Bal to bring a dragon back to lead his armies in the battle to take Tamriel. It can even be a dragon from history, because it was ASSUMED that the dragonguard killed it... but perhaps they just took credit for what a group of adventurers did when they suddenly appeared, killed the dragon and then disappeared without a trace.
4) A Trial to prevent Molug Bal from awakening a dragon the the Dragonguard had trapped in a magical status field because it was too powerful for them to defeat back then. It finally breaks lose and... DRAGON FIGHT!
So many options... with just a little imagination...

Having dragons during the Alliance war is completely lorewise. Those who said that it don't have no idea what they are talking about.

When you ask him what he is, he answers "Dead". Then, if you insist, asking what he was when he was alive, he says "Much taller".

It is all about how it is implemented.
Having one dragon here and there is lore-friendly. Of course, if it is a known dragon and we know that one in particular is only killed in the future, any encounter that includes him can't end with the dragon dead.
Having thousands of dragons everywhere, as mounts or as mobs, is not lore-friendly.
