There is also a different, simpler hood without all the embroidered stuff, if anyone is interested. This is how it looks like with no dyes:
The default color seems to be the new dye, New Life Cerulean.
The motif that drops from the containers you get from the quests is called "Skinchanger", and you use an item called "Wolfsbane Incense" to craft it.

Also, the dye you unlock, "New Life Cerulean", can look kinda pretty and I just noticed I have it unlocked on the PTS, unlike I previously thought. It is awarded by participating on all the cultural celebrations. Here's some pics of how it looks like applied to different stuff:

Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.

Arguably a towl wouldn't be much of a disguise, but the wording on the website was a bit ambiguous.#1 tip (Re)check your graphics settings periodically - especially resolution.0 -

It is a costume that goes into your collectibles. You can dye it! I have some pics of it dyed.
Disregard the frown, I was going for an impression of Tinkerbell and I remember her as a very angry fairy :P

✭✭✭✭✭Khajiit she did the quests about 3 or 4 times and was able to get the hat she wanted and the eternal mudball.
If there was an eternal fire breathing thingy khajiit she did not get that.
It seemed yes like a good balance - and the hat and the eternal mudball were tradable. You get more than one reward in each box.
The one thing that irked khajiit is that there was no quest for the Imperials.
