Mages Guild Magicka Controller Passive Doesn't Work With Rattlecage Set.

I did some testing and it appears that my shooting star ultimate doesn't increase my max magicka despite being a mages guild ability.
Has anybody else seen this problem?

Forgot to mention I'm on ps4 NA.

It seems the entire mages guild passive "magicka controller" does not work. I tested by slotting in entropy as well. No change in max magicka.
Edit 3:
The cause of the bug may be the 100% uptime major sorcery from the Rattlecage set.
Only inner light increases max magicka. Nothing else in mages guild increases max magicka with the passive. I have a feeling I'm only getting 5% max magicka from inner light vs 7%.

Yup. I have the passives. I tested by swapping meteor for another ultimate, checking character sheet, then putting meteor back in. Max magicka is the same in both cases. I swapped for sword n board ult 4 the test.Bosmer Stamina NB

✭✭Noticed this too on xbox. I took off Shooting Star for Soul Assault for testing in duels and noticed that my magicka didn't go down at all. When you have 50k magicka you notice a 2% difference. So I delayed the duel and looked closely at my stats with and without Shooting Star. I know that sometimes it takes a while to apply the buffs and calculate the changes to the stats, so I waited for around 5-10 minutes in between each ultimate change (or however long it takes you to smoke a cig).
Stats don't change when you have Shooting Star on your bar. I hope it gets fixed soon.@ Izaki #PCEU

The max magicka and magicka recovery passive from mages guild fails to activate when you have the shooting star morph of meteor slotted. I'm not sure if ice comet or the unmorphed meteor have the same issue.Bosmer Stamina NB

It's not just shooting star. It's mages guild as a whole. Only inner light gives the magicka bonus for me.
I'm wearing rattlecage, so maybe the permanent major sorcery effect bugs out "magicka controller".Bosmer Stamina NB
