Thieves Guild: female (I'm not sure if I should count Nicolas, he's a very recent leader and still an important part of the questline)
Dark Brotherhood: female/both. The matron of the sanctuary is female, but the Speaker is male.
Undaunted: no formal leader
6 males to 5 females so far, but it depends on how you count it. Either way the numbers will be about equal. Moving on to the leaders of each nation.
Bretons: male
Redguards: male
(Wrothgar) Orcs: male succeeded by male
Dunmer: the Tribunal's joint rule: one female, one male, one intersex
Nords: male
Argonians: the Hist? We could count Vicecanon Heita-Meen, I suppose.
Altmer: female

Khajiit: male succeeded by female
