I almost think it would work better as a world skill line, like vamp or WW. You can chose to learn necromancy on top of your normal skills.. which would mean you'd have to have it be rather weak but at least then it would be like you have chosen a dark path, would be nice to have negative in game implications of using it.
oooh ooh I have it.. a world skill line where you have pledged allience to a Daedra one of which gives you Necromancy and the others give you different skill lines.

The only problem with this is that, like Vampire and Werewolf, it's basically useless. Vampire and Werewolf are only used by people who enjoy the idea of one or both, not because their mechanics are actually good, their gameplay is actually quite terrible, I can understand why this was done but I do not agree with their reasoning. They could have made some proper drawbacks to go with their perks, right now, apart from their aesthetics, you may as well have a non-combat pet for all the difference it would make while fighting things in game.

I would expect Necromancers to smell funny, not Wardens.
