I know. Their definition is extremely narrow, and since it's possible to do fire damage with an ice staff equipped, via class/guild abilities, proc sets, or DoTs laid down by another bar, it doesn't meet their very narrow definition.
However, none of that means that their loot system is undeserving of ridicule--hopefully the kind that would get them to reexamine that aforementioned definition.
(Edit: On second thought, I'm going to backtrack on that first paragraph. Their criteria of excluding ranged weapons from sets that proc off of melee damage is actually analogous: although you can't deal melee damage with a bow's attacks/abilities, you can still deal melee damage with a non-weapon ability while the bow is equipped. Yet ZOS still removed all bows from sets that proc from melee damage. All trash mobs in a dungeon have a chance of dropping any item of one of the dungeon's sets, including weapons and jewelry.
However, the boss drops are very specific: large armor pieces from big bosses, small armor pieces from small bosses, weapons/shields/jewelry from the final boss, and a chance of a named items from certain bosses. The only named staff belonging to the Spellweave set is an infused resto staff that drops from the Warden. What probably happened was that one of the trash mobs right before the lurcher boss dropped a fire staff; the lurcher himself will never drop a staff because his standard drop is an armor piece and his named drop is a 2-handed maul (you'd think that a lurcher would drop something wooden for his unique named item; go figure).Edited by code65536 on October 26, 2016 5:32PMNightfighters ― PC/NA and PC/EU
