Yeah, unfortunately the lore is pretty clear on the point that there are no dragons around at the time this game is set. And as far as I know there aren't any other dragon-like creatures in Tamriel.
But maybe if we ever get to see the other continents one of them might have dragons, or something that looks like a dragon.

I used to love it in skyrim when random groups of assassin's would show up to kill you...
after treading trodden trails for a long, long time - it's good to have a little randomness...
There ARE dragons alive at this time. But they are few and they are hiding. My favourite example is poor Mirmulnir. The poor guy went in hiding at least a couple of centuries ago (I give or take some decades, I didn't look up the exact date) and will only show up again on E4 201, when one of the first mortal he bumps into happens to be the last Dragonborn. Talk about bad luck.
It wouldn't be lore-breaking to see a dragon in the game. Like, ONE dragon, or another extremely low number. For example, Paarthurnax is alive and his location is known in-universe.
What would be lore-breaking:
1 - Dragon mounts. Not only because there are not supposed to be a big number of dragons around, but also because of the very nature of dragons.
2 - Slaying dragons left and right. There simply isn't that many dragons up and about right now.

The Blades used to slay dragons by themselves, though.

I will HATE if Dragons are added to ESO for any fight. Incredibly lore-breaking.
HOWEVER
If we were somehow transported into the past, or the bones of a Dragon were resurrected in Mephala's Realm or Clockwork City by some strange means with an interesting story, I could get behind that! It cannot be natural at all, and must be through some special means to fight us that never could've been recorded.
No. This has come up so many times that it's one of my copy/paste posts.
From where ESO is taking place in the 2nd era, there are no known dragons on Tamriel. All other Elder Scrolls titles take place after the timeline of ESO, and their history documents that dragons are believed to have been eradicated during the Dragon War. They are believed to be extinct until their reappearance in the 201st year of the 4th era. You can't introduce dragons into the 2nd era timeline of ESO without breaking the lore of pretty much the entire Elder Scrolls universe.
