A skill line for frost, ice, and flame. . . With the atronarch changing depending on elemental staff
Considering when a Staff is equipped, the character holds it in just one hand while the other hangs free, doing nothing. Only time our character handles the staff with both hands is either while blocking or in casting certain spells such as Destructive Touch. So in all practicality, Staffs act more like One Handed weapons.
This makes me think we should be able to equip a second item. Staff and Sword? Staff and Dagger? Staff and Shield?
Two Staves would just look odd.
just add different effect and gameplay to weapons skill if you have a fire , a frost , or a lighning staff . like the elemental blockade of frost that could be a circle around the caster ( idead from @RoyJade ) . something like this . this is enough . and same damage , ( just ad 20 % much damage on the elemental blockade of frost and lighning , and delete the stunn of the lighning ect .... ) .

I don't think you understand what he's saying. He's saying that a book would be equipped in one hand, and a wand/other item held in another hand. Two weapon slots -> opens up 2 5pc combo opportunities.
That's no more complicated than what you're suggesting in the OP.
Weapon skill lines with a staff would probably need to be a new skill line, such as 1h + staff. By far the simplest option is to make all 2h weapons (staff, bow and 2hander) the equivalent of 2 pieces of a set. Zos would then need to tailor the damage, procs, and passives of all 2h weapons to account for the chaanges.

that is right, but two short staffs would look better than a long staff and sword or long staff and another long staff in the other hand

well that is the thing, that two handed weapons count as 1 piece, not two and this could be an alternative to staffs, but dual wield. and not even wood elfs would have it, but any mag characters could have them. they would have new skill lines and would count as 2 pieces magicka weapons, not as 1 as two handed staffs.

They could also go in the direction that Diablo 3 went with a wand and a "focus" style piece. I feel like wizards/sorcerers are supposed to wield staves and or wands. That's how their magicka is channeled into attacks and such.
I also like the idea of 2h weapons counting as 2 pieces towards set bonuses as well
Base idea Ice, fire and lightning staves should remain as 1x set bonus, but should be split into separate skill lines to increase the individuality of each stave type.
