Duels are not "never ending", & please do not nerf them or create a debuff because both of you geniuses forgot to add the ability to damage each other & are just spamming reverb bash hoping the other one will falll over soon; oh that's right major mending....
A TIMER would do just fine, but a debuff is just one more thing "those of us who do add dmg into our builds" would have to take into consideration & build around.
Half of the fight is build around who has the better build & the other half is who is going to mess up first. If you don't like it you can always run outside the border & forfeit. I've won some pretty long fights but in the end the other guy messed up & I stayed with it & I wouldn't have it any other way.
So , you want sorcerer pet builds to dominate ? Heavy attack spamming with lightning staff is pretty much all they do while their pets are doing even more damage and stun . Yeah sure ! Why not ?

If ZOS listened to even half of your concerns and requests for limitations / options / toggles / sliders, the duelling interface would look like a 747 c*ckpit.
Besides, both parties would have to agree to the terms of the duel beforehand. I could see people negotiating for hours and leaving angry without having even duelled.

CP broke dueling btw. Duel on azura if you want skill to matter most.
If players have an equal number of CP then it is the same amount of skill required as players dueling with 0 CP. Your logic is flawed. You want players to fight on "equal grounds", I assume? 0 CP In Azura = "Equal Ground". Both 561 CP outside Azura? That's also "Equal Ground". CP would only intervene if it were a 400 CP fighting a 561. 561 vs 561 is fair, same skill required as a 0 CP vs 0 CP. In fact maybe even more due to having to react quicker to the increase in damage and having to out-play them due to their increased resource mangement?

Perhaps a timer? If it goes past a certain point in time then the duel is concluded as a draw? Seems like it'd also require ZOS to whine less about resources going into changing dueling.

Great idea, of course the timer would be optional.
This is nonsense....everybody would just use things to bypass this....like sets that buff heavy attacks and play defensively until the '90% cost debuff' hits.
In the end nobody is allowed to use skills or even weapons and everybody has to use their bare fists!
