Normal Mode - Same as it currently is.

Veteran Hard Mode - Let's up the difficulty just a tiny bit for players who already have Arena down to a science. You don't get a Maelstrom Weapon at the end of this difficulty mode, you get a Maelstrom Token. You then can redeem this token from the quest giver for a Maelstrom Weapon of your choice. The trait will be random (Nirn, Sharpened, Precise, etc), but this will let the player earn the ability to PICK what weapon they get. Non-Hard mode will still give the random weapon/random trait everyone is used to.
This should solve two problems in one: 1) Players complaining about the difficulty of Maelstrom as it stands due to uncontrollable issues (latency, slow computers on low settings, etc) and 2) Give those who have conquered Maelstrom the opportunity to do away with the randomness of "Oh look, I got ANOTHER sword & shield this week! Yay me?"
