I believe its intended because Mael weapons are the only ones that actually have a passive bonus. So it does makes sense that its deplete faster.

Masters weapons are actually the ones depleting fast; not the maelstrom ones.

That is definitely correct for the Master's resto. I haven't tested the other Master weapons, though, in part because they're not as easy to test as the resto.
To test the resto, sprint or dodge roll to drain your stamina. Then block-cast Springs on yourself--the block is to prevent you from regenerating stamina naturally.
Doing this test with...
- Normal Master's Resto: stamina is restored with each cast
- Depleted Master's Resto: stamina is restored with each cast
- Non-Master's Resto: your stamina bar doesn't move a single pixel
