After months of this crap, and putting up with all types of crappy bugs and glitches — I finally was given 1 of the things I sought for. After 190+ clears, and tons of stamina gear I didn't want — RNG came through. I supposed when I shattered my coffee table this morning, the RNG decided to throw me a bone. Months later, videos of bs happening later, and 2 or so DLC's later... I got a Maelstrom destruction staff. To be specific, a Nirnhoned Maelstrom Inferno Staff. It's not precise or sharpened, but damn it I'll take it happily.

The VR14->VR16 cap increase wasn't bad because the game wasn't nearly as much of an RNG grindfest back then.
Now, with Maelstrom weapons, Scathing Mage, Spell Power Cure, Infallible, Vicious, training and prosperous in the loot tables, etc., another cap increase will not be go down nearly as well as the one that happened last year. LOCK IT!!! Make sure you put a lock on the item so you don't accidentally deconstruct it. Do it immediately after reading this. You'll thank me every time you deconstruct items without accidentally deconstructing your well-earned staff! Want to enjoy the game more? Try both PvP (crybabies) and PvE (carebears). You'll get a better perspective on everyone's opinion.
