Probably @ZOS's financial standings are worse than before so they fired some staffs and then proceeded with merging the EU and NA 'maintenance team'/technical team/department/anything similar . So instead of finishing the maintenance more or less at the same time with 2 teams managing each server, now they have to work on EU first and then move to work on NA.
