HA resto and lightning do proc it
With lightning I am not sure whether it procs on all 4 ticks of a fully charged HA, because the last tick of a fully charged HA lightning, the Shock Pulse, does not count as a DOT for the CP star Thaumaturge. But when you medium weave all HA ticks count.

I use it in Maelstrom for both heals and as a DoT for Skoria.
