Moderators arent devs. Mods saw the issue and contained it to be, most likely, ignored by the devs. Yeah, sure, maybe if barely anyone bought the costume theyll do something about the next ones that get made. That does not mean higher quality tho - most likely theyll just avoid the coat/cloak style in the future altogether.
They do work for the devs though, which means they are able to contact them. Also mods may very well report their actions to their "higher ups". Besides, this thread is 12 pages long and growing, how could the lurking devs NOT notice and acknowledge it lol

Even if a community manager posted a message saying: we're working on it, it still would mean very little as far as actually getting things fixed. Good examples of this being: bloated motifs, broken light attack weaving, misshapen female armor meshes.

That would be a good first step! I've seen no OFFICIAL response, so it is not obvious that they've publicly acknowledged this issue, especially since they haven't! (And no, mods closing all other threads is not an acknowledgement from ZOS).
Your definition of acknowledgement is flawed though because it means Zenimax would have to post in each and every thread to acknowledge it, yet they have made changes to the game based on threads they read but did not post in. Zenimax lurks all the time, so they are without a doubt aware of this thread, especially since it has so many posts. Due to this awareness they lock other threads of the same topic, even if just mods do it, thus giving acknowledgement. After all you think they don't monitor moderation? Of course they do!

The difference in this case though is that failing to publicly acknowledge the issue has negatively impacted ZOS directly. I'm sure that if (while the costume was still available), a ZOS representative had come here or made an official statement elsewhere to the effect of "yes, we know the costume is terrible, and we will be working to fix it," there would be a number of additional sales to people who would have bought the costume based on that hope. In theory, at least some of these individuals would have needed to purchase crowns in order to acquire the costume, so basically ZOS failing to acknowledge this issue publicly has cost them potential crown sales.
But yes, as I stated before, there is a difference between awareness and acknowledgement. You keep trying to claim that it is possible for ZOS to acknowledge something while remaining silent on the matter without ever saying anything about it. Frankly, I think it is your definition of acknowledgement that is flawed.Acknowledge

That seems pretty clear to me; every definition of acknowledge seems to involve or require some level of feedback or expression. Without some statement or response, it is not acknowledgement, it is merely awareness.
