I'd prefer it the other way round, adding spark, blinding flashes and the original cinder storm back to the game. Which btw would actually buff magicka builds since the miss chance from those skills only affected melee attacks.
Give Major Evasion an internal cooldown. 20% chance to dodge is huge and when someone gets lucky and dodges 5 things in a row, thats when you realize how much someones ass is being saved by that skill. Giving it an internal cooldown will help stop multiple dodgings happening in a second. Asking to remove things because it is RNG in a real time action combat game is kinda dumb. You have to compensate for certain things. Its like asking to remove crit because its RNG based.
