Looks like a bunch of bots farming scraps/gold off the werewolves, kerbol hollow. Xbox na.
A clump of characters all 'home' from a spot next to a rock, run a lightning form circuit blasting area effects, and return to 'home'. Sat and watched for a bit, tried to disrupt to see their reaction, but the timing is down to the fraction of a second. As in, the toon drops the AoE lightning on the mob location less than a quarter second before it respawns, again and again and again.

I am on PC, I wasn't banned or even notified of cheating, I just couldn't interact for 15 seconds. On PC I'd say it was probably the anti-cheat program if you did this recently. Don't know for sure though.

Before when J-Tags were a thing you would see differences in FPS and other MMO(s) that were available at the time but now it's pretty much impossible unless you're offline and ESO is an online game.

@NateAssassin the lions in Hew's bane apply a status named weakness that looks like that. It doesn't hurt but puts you into combat & you can't harvest while in combat even if original NPC deagrowed.
Must have been that, I guess.
