It all depends on what you mean by a "fair price".
To you a DLC and unlimited character changes for 2000 seems fair.
To ZoS it certainly isn't because they know they can make loads more money at a much higher price (and none of this unlimited nonsense).
I've seen the term "naive" used a lot in this post. The real naivety is in the people who think that they should get what they want at the price that they want. The reality is that ZoS set the price. Either you still want it at that price, or you don't.
As ever, the choice is yours...
(And if it doesn't sell at that price then expect to see price reductions and creative offerings - buy two, get one free).

At least barbershop isn't dlc. Housing will be dlc for sure. Just like most dlc before now, it's already been made. They are just milking the revenue timeline.

As with the Style Parlor, it will be exactly what the executives and producers want, it will meet the needs of Marketing, fit within the small development budget it was given, and will look exactly like nothing that has been widely wished for or dreamed of in the forum. Par for the course.
Not that the Style Parlor is not serviceable, and not that it won't be used, even at the prices they charge, but like so many other things that they do, it could have been better if they had been interested in the game instead of the Crown Store. Well, at least for the players, but that is not really the studio priority with things like Style Parlor and Housing.
My thought is that they think that ESO is the Golden Goose right now and they are grabbing the eggs as fast as they can. They think, or know, that this Goose ain't gonna lay those eggs forever and don't want to miss even a single opportunity to get one.
My Altmer still doesn't have black hair.

I would have bought a name change if it where 500 - 1000 crowns. however, at the price they are charging i could just buy another game and my money would be better spent. i don't know what they where thinking with these prices.

Current, coming prices are quite in par with name changes and major appearance/race changes in other games, these are not something one should be able to do in a whim, or just because one day, name or something looks bad. Higher price will heklp players keep their names they are known in ythe game and the race they selected.
They are only [snip] expensive for hair and adornment changes and extremely poorly implemented (No barber shops).
I like how people treat this as a serious issue when there are still gameplay issues that need fixing

I won't spend money on this if it is just going to take me back to the same problem.
