If somebody is playing on medium or below graphics or lower resolution - they won't notice or see the differences mentioned here.There might be some bulge here or there where a texture or layer is supposed to be but it's all a blur anyway.
I play on 4k and quite often check out the textures of various things in game, the same can be said of world/object textures in base game vs DLC zones, if OP is correct and this costume was made at the same time actual base game was, that probably explains why.
I still am a firm believer that if Devs upgrade textures or parts of the engine - it should be applied EVERYWHERE not just parts here and parts there - otherwise it looks like you're time-travelling, one part of the game looks really old and blotchy, other part looks nice and polished with hi-res textures, shadows etc. And no, it's not impossible, games like LoTRO, EVE and any others constantly upgrade their graphics and engine, and everything that comes with it, even overhauled the entire game so the art and graphics are consistent and move at the same pace. Heck, LOTRO even revamped entire zones and cities from scratch because they switched to newer and more streamlined technology that wasn't possible before, yet ZoS can't polish up a bloody costume they charge almost as much money as for the base game itself... Plain pitiful..
I bought it out of sheer hype because it was my most anticipated costume release. At first glance it looked ok, but after I hit buy and ran around I quickly got really, really sad and wished I could return it

Im actually hoping that at some point the Dev Team does a major overhaul to the textures of gear. Theres a lot of good gear out there that would look amazing if the sort of attention to detail was there when it was originally made.
Seems plenty of other threads are getting commented on by ZOS today, but not this one
