Some plant in the pouch of that Priest of the Green costume. Wouldn't go so well with the Green Pact unless collected outside of Valenwood. But despite the description, that doesn't look like something a Spinner would wear in Valenwood anyway. It is a tropical forest after all, and those robes look way too heavy. But I can see a Vicar of Jephre wearing something like that in High Rock.
If it was alrdy a dead plant when the Spinner picked it up, the Green won't punish him for it.
Or as explained in Greenshade: if a plant can become a danger to the forest, it must be destroyed too. Bosmer look at the Green as a whole
Just listen to the tree-hugers in Grahtwood and how they pick on a poor khajiit, who has eaten a couple of plants - they are freaks when it comes to nature, even there is no lifeform in nature which would not have to feed on other lifeforms to stay alive. It is just mindless fanaticism, what drives these people.

Doesn't Ulfric himself says he didn't actually shout the poor High King apart, but actually cut his throat with his blade after throwing the kid back by shouting? Or something along these lines?
