I was really looking forward to this costume based on the initial art, but in game it's just weird. It expands the character model way too much, and the facemask looks like a tiny strip of fabric instead of a mask.

I agree. A veil of sorts hanging from the hood while covering the lower half of the face would look much nicer and give volume to costume, which is something most costume desperately need.

Spinners can alter reality and even history/memory (Aranias) so I guess that's a prevention method for them too... for blabbermouth Spinners

Some plant in the pouch of that Priest of the Green costume. Wouldn't go so well with the Green Pact unless collected outside of Valenwood. But despite the description, that doesn't look like something a Spinner would wear in Valenwood anyway. It is a tropical forest after all, and those robes look way too heavy. But I can see a Vicar of Jephre wearing something like that in High Rock.

A Tongue is a warrior (usually a Nord) who has learned how to use the Thu'um or the Voice. Dragons and Dragonborn can naturally understand the Dragon Language and Shout, but for regular mortals it is much more difficult to do that. They have to study and practice for years to learn even the simplest Words of Power
And there's the risk that their Voice could go out of control: that even a simple whisper can cause the ground to shake. That's why they are gagged (like Ulfric in Skyrim, who was gagged when he was on the prison transport to Helgen since he could Shout the Imperials to pieces) or they don't speak at all like the Greybeards.
Hence I think that for Spinners, who can change the Story even, there's a similar method to prevent them from doing harm.
And yes, it could be magical, like a lock or smth
