For example, my Sorc runs at 11k resistance and even if I buff it to 20k with current penetration bonuses it is still the same as naked
P.S. Yesterday nightblade Critical Charged me from keep wall and by the time he reached me, I was dead. Recap showed like 6 attacks. I think things like this just happen randomly.

Penetration does not make resistance useless. Resistance counters penetration.
Sure, if you have +10K resistance and the enemy has 10K penetration, then it may seem like your resistance does nothing, but if you didn't have that extra 10K resistance, the 10K penetration would still be there, and still debuffing your defenses even lower.
It's like saying major ward buff is useless because if someone uses major fracture debuff it effectively removes the buff. Well yea - but without that major ward to counter the fracture, you would be taking even more damage after the debuff.

Are you sure about that? It was my understanding that penetration against 0 resistance does nothing.

Yea, but you should not have 0 resistance. Penetration can be buffed, but so can be resistance.
For every way to increase penetration, there is a way to increase resistance. Sharpened can be countered with defending, CP penetration can be countered by CP resistance, breach debuff can be countered with ward buff, etc. You should not have zero resistance unless your opponent goes all out penetration, and you ignore all the ways you have to counter it.
