People still having problems...
The solution is to edit your hosts file and add an entry for live-services.elderscrollsonline.com.
This has worked for many many people, and if done correctly, will work for you too. There's no sense just posting that it's still down for you if you haven't tried this yet.
Adding a static entry to a Windows hosts file can be different depending on what version of the OS you're using.
For Windows 7, the hosts file is located in the: C:\Windows\System32\drivers\etc directory.
This file MUST be edited in Administrator mode. This means launching Notepad or what have you 'As Administrator'. This is achieved usually by right clicking on Notepad and selecting Run As Administrator. The only way you can save a hosts file is in administrator mode.
All you need to add to the hosts file is the following line at the bottom, verbatim:
198.20.198.110 live-services.elderscrollsonline.com
That's it. Then correctly save the file, and try again. It'll work.
This problem WILL resolve itself eventually without anybody changing any hosts file. But as people are mentioning, there isn't much time before the next update. If you simply can't wait for things to propagate naturally, edit your hosts file. If you're still unsure how to do this, GOOGLE how to edit hosts file for your OS.
There is nothing more Zenimax can do to fix this on their end, hence them flagging it as resolved. DNS entries sometimes take time to propagate. Use this fix for an instant cure.
For those who still can't log in -- some times DNS updates/propagation can take time. Try rebooting your routers, or switching your DNS servers to Google: 8.8.8.8 and 8.8.4.4
You could also try running a ipconfig /flushdns on your machine.
Open a command prompt and issue: "ipconfig /flushdns", then try logging in again.
Alternatively, if you STILL cannot log in, the solution I originally offered WILL work for you.
Just add an entry in your hosts file for live-services.elderscrollsonline.com.
People still having problems...

Still unable to sign in after following all troubleshooting. I even have Port Forwarding for ESO as per the 201 error trouble shooting. Changed my DNS to the Google one and flushed it. Even backed up and changed the host file and still unable to log in.
Odd thing too, I am unable to log into the ESO Support page on Firefox. It would not do anything when you click the submit button.
I could sort of log into it in IE, but it came up wanting me to put in a code since I don't normally use that browser and when I did that, It came up with this error.

Edit your host file. Unfortunately, flushing-only hasn't done anything for anybody who tried it. Adding the hosts entry has, however.
One thing I forgot to mention. There are some Antivirus/Firewall/Security software that prevents manual editing of the hosts file (or they protect it in some way). This could prevent this fix from working. In that case, I'm not sure what to doYou'll have to wait..

There's a solution already posted here people.. just do that. If you attempt it and it doesn't work, you did something wrong.
Zenimax has no control over your DNS servers/cache. They've fixed theirs, that's all they could possibly do. Now you just have to wait for your entries to expire or be updated. It will happen eventually..that's the nature of the DNS system.
This has nothing to do with repairing, or the downloaded files or anything like that. In fact, the log posted by Nebthet78 shows exactly the problem. (They cannot contact live-services.elderscrollsonline.com)
It doesn't matter how many tickets you send in. Nothing will speed up the process. They know it got messed up, they fixed it. The game is working for probably more than 90% of the people who try.
For those it doesn't? Rather than make useless trash posts about the issue, why not try the manual fix that has been posted here many times.
