Clearly there's an issue with the DNS servers that elderscrollsonline.com is using.
The solution is simple; make a static entry in your hosts file for live-services.elderscrollsonline.com
The IP for live-services.elderscrollsonline.com is supposed to be 198.20.198.110
I added this to my host file, and voila. No problem logging in. Just remember to remove it after things have been fixed.

I don't know where to find the hosts file. With Windows 10, it seems everything that was easy to do before, I can't find it.

My friend in Toronto and I tried an experiment: (he couldn't log in earlier either): we exchanged log in details, and he can, from his PC, log in now on both his own AND on my account: I cannot, from my PC, log in to either my own or his account.
So the problem seems to be IP address connected?
