For those who still can't log in -- some times DNS updates/propagation can take time. Try rebooting your routers, or switching your DNS servers to Google: 8.8.8.8 and 8.8.4.4
You could also try running a ipconfig /flushdns on your machine.
Open a command prompt and issue: "ipconfig /flushdns", then try logging in again.
Alternatively, if you STILL cannot log in, the solution I originally offered WILL work for you.
Just add an entry in your hosts file for live-services.elderscrollsonline.com.

Flushing the DNS did not work, but adding the ESO addy to the hosts file, DID. I'm in! THANK YOU!!!

Yep, this works. I just logged in.
Here's how to do it:
1. Find a command prompt on your Windows install. On 10, that will involve typing "CMD" in the little search line. On 7, that will involve Start > Run > cmd.
2. Run the command prompt as administrator. This is easily done by right clicking the icon you just found, and selecting Run as Administrator (win10) or Run as... Administrator (win7).

4. Navigate to the directory where your hosts file lives. Not sure? Look online or just type cd / at the command line, then dir /s hosts*
5. Type "notepad hosts"
6. Add the following line anywhere in the file: 198.20.198.110 live-services.elderscrollsonline.com.
Hooray you can log in!

You're not acting as an admin on it. Windows tries to prevent people from messing up; you need to runas admin in order to save the file. Saving it in a different location will not work.

Look online. Search for your version of Windows and "hosts file".

We don't have a Support phone line anymore, but sometimes people call our office and dial into random dev's desk phones or call our reception desk. If anyone needs Support, we ask that you please do so in-game or via this page: https://help.elderscrollsonline.com/
Clearly there's an issue with the DNS servers that elderscrollsonline.com is using.
The solution is simple; make a static entry in your hosts file for live-services.elderscrollsonline.com
The IP for live-services.elderscrollsonline.com is supposed to be 198.20.198.110
I added this to my host file, and voila. No problem logging in. Just remember to remove it after things have been fixed.

This worked for me but I had to start the notepad software on it's own in administrator, then open the host file to be able to save it.
