I need to get to v16 before DB. I'm halfway through v14 right now...what's the quickest way to level up??

I have all DLC and some XP scrolls at my disposal, but outside of dungeons I mainly solo and never PvP. Please help!

    You really don't have to. In 9 days your character will be level 50 anyway. Don't worry about CP, the catch up mechanic is really strong.

    Doing one random dungeon (normal or veteran) a day also nets a nice chunk of experience. Even if you are dps queueing by yourself (so 1+ hours in queue) you can do other non-pvp questing and such while waiting.
    Why be normal when you can be better?

    Daily quests in Cyrodiil (ie Vlastarus, Chorral, Bruma, Cheydinhal and Cropsford) using either Psijic or Crown Exp Scrolls. I went from vet 2.5 (on April 10th) to vet 16 yesterday, doing these about 5 times a week. Plus using scrolls or Psijic for Cadwell's quests helps as well since some of those pay big XP.

    2 hours (one Crown scroll or 4 Psijic) = about 20 quests (in 2 locations) = approx half a vet level.

    Remember that you'll get a CP bonus for your highest VR character. If you've hit CR160, you'll be able to use endgame items when the system kicks over. If you're just wanting access to V16 items, you'll have that. If you're after the CR bonus, you're only going to get (I think) 5 or 10 CP from grinding to 16. So there's not much reason to chase that, unless you just want to hit level cap for yourself.

    Old Orsinium with an ambrosia potion can net 1 vr rank in 40 minutes

    I got to v16 doing cadwels silver and gold and every zone I went to collected all skyshards, explored the map and did the group dungeons in every zone. Also used xp scrolls and I was subbed so that helped to. Good luck but like @willhelmblack said I wouldn't worry too much catch up mechanic on cp is pretty decent.

    Thanks @Liptrot I'm on the last zone of silver, but like a lot of people I've got a bit tired of questing! I'll defo go back though for all that stuff.

    Take off work for a couple weeks, lock your door, order food deliveries, tell friends don't call you, you'll call them, and you should be able to reached V16 within a couple weeks of playtime.. starting from scratch. Finally, kill every enemies in sight. Lol!

    Just get some XP potions or scrolls, go to Rkindaleft and grind in a circle, you'll have a VR in under an hour. And embrace for the grind pain :D

    Just do the Dailies in Cyrodiil. You will get those last two level in 3 or so days. Long before the DB DLC breaks.

    If you must have it before the day ends, just run in the sewers for a a few hours and you will be V16.

    I did that last night (and am soon to do so) and it I found it quite fun! got enlightment and our little group was smashing it! One rank to go..

    yeah i did my final 2 vr on my mage in old orsinium back when we had the 100% exp bonus from the cake and it went really fast and its really safe ennemies dies pretty quick and you get a good chunk of exp. as for imperial city i don't think its worth the risk to go there. too many chances to get killed by gankers while trying to solo the hard mobs in that place.

    If you tag along somebody and help grind their mobs but you're not in a group, do you still get xp for CP? Or does it nerf yours and his gain?

    Not only do you not get the buff, you also cut into the XP gain of the person you are tagging along with. It's generally considered to be very poor etiquette , but I think lots of people do it without realizing.

    Most good grind spots only support 2-3 groups at a time. If you are there alone or with another person, do what you want. Grouping is always best. If you get there and there are already lots of groups grinding, the polite thing to do is ask for permission to join or come back another time.

    I figured I would mess up their xp gains and I'm not a rude player to do that. Thanks for the help and information.

    If you're really determined to hit vr16 before DB, I recommend getting some pjisic ambrosia and head into normal Maelstrom Arena.

    Alternatively, grab one of your friends and grind in IC Sewers.

    Make sure to grab daily undaunted norm/vet and do random to boot, run laps in old orsinium with exp pots/scrolls with a buddy while being married to him/her and subbed to the game everyday until it launches. Should be able to do it in a few day depending on how much time you have to dedicate to it.

    During Cake Week, I ground two characters from pre-VR all the way up to VR16 through normal Maelstrom.

    500K XP per 40 minute run with Cake and Ambrosia. This grind will be slower now that there's no Cake, but it's still reasonably fast. The main upside is that it's your own private instance and there's no worries about people ganking you or competing for XP. The downside is that it's slower than a traditional grind spot (assuming you aren't sharing the spot) and it's not as financially rewarding (the chest loot barely covers gear degradation costs, whereas other grinds can be quite profitable).
