It is a huge nerf and counter-intuitive. There is now no reason to push your crit rating any higher considering it is very easy to have multiple dmg procs within a one second time frame. Sorcerers are now being punished for any crit rating about 40-50%.

1000% agree its a nerf disguised as a buff. They probably set the flat rate heal to some ridiculously low amount that wont help in a real fight situation. And only 1 per second makes it even more lackluster. Would perfer that to have been left alone.

This passive ability now also grants all Physical Damage you deal a chance to instantly pulverize low health enemies, dealing additional Physical Damage to them.
smart, they made disintergrate work on physical stuff without buffing everything else that doesnt use shock (frost, fire or resto staffs) that was actually quite clever.
and the surge heal for %'s now actually means surge is more balanced for everything but 2H (they have rally anyways so i think this was the idea)

Surge heal is a flat value. Unmodified by max stats, spell power, weapon power, etc.
1980 for Power Surge. 3000 for Critical Surge. And to add insult to injury, with a 1s cooldown. You'd get much higher heals from, say, a crit charge.
And it still requires a critical strike, so it's basically useless against shielded enemies. And there will be lots of those around in PvP now that everyone has easily-accessible shields at their disposal.
This is by far the worst sorc nerf I've seen in months.
