You don't need a major patch to release a small patch. They just don't have the backend system to bring it down quickly and bring it back up quickly.

They got deadlines to meetI think a month is quite a lot of time, given the enthusiasm of PTS users for uncovering bugs/exploits/broken content. I just hope ZOS has enough manpower to deal with this feedback.
