✭It wouldn't be a P2W because the concept of P2W is pay with real money to win. Tel Var Stones are freely given for those willing to adventure in the sewers.
Of course, people would have to buy the DLC, but since now VR16 runestones and materials drop in larger abundance thanks to the node scaling change and the upgrade materials are still tied to the bad RNG, the idea is very valid.I am the very model of a scientist Salarian, I've studied species Turian, Asari, and Batarian.
I'm quite good at genetics (as a subset of biology) because I am an expert (which I know is a tautology).

Vet 16 mats are only really obtainable in DLC. Cyrodiil have nodes too far and few between and deconing dungeons drops would take forever.

Have you seen the quantity of nodes in the DLC areas, like 5/1 amounts in DLC areas? But vet 16 mats (rubidite, silk, lorkhan's, repora etc) are only available from:
Hirelings
Writs
Cyrodiil
Drops from dungeons and pledges
Buying with tel Var from IC
Farming Wrothgar
Farming hew's bane.
The last three way are by far the most efficient. They are all DLCs you have to pay for. So letting people buy gold mats with tel var is less "pay to win" than it is with v16 mats as gold mats are more accessible, as base game farming is as quick as any method used in DLC.Edited by Brrrofski on April 11, 2016 4:04PM1 -

While I disagree the OPs ides would make IC great again, it is a huge stretch of the imagination to call this P2W since gold matts are so easy to come by in game by various means.
At that, there is gear locked (with the trial gear mostly locked) behind dlc including the BiS gear of the new trial. This is life with DLC models, but that doesn't make the P2W.1 -
