Ok just kidding but seriously how do you do it? I'm on PC - dunno if that makes a difference? I'm super proud that I finally have all gold gear - it's taken me from beta until now lol. But I'm running 5 piece Julianos, 1 Kena shoulder, Torugs hat and detro/restro staves. Proper will power neclace with gold spell damage enchant. Crappy willpower rings (basic enchants).
I don't do pledges very often so I don't have the undaunted armour passive yet.
Another thing - until the TG update, I could get 21.5k Assassins will and 19.5k Impale. Those scores have now dropped to 18.6(ish)k and 16.5k respectively - even though my gear has gotten better. Could it be because of the changes to CP? infact what should I put my CP into? I have 330 in total (110 each, obvs).
I'm pulling my hair out trying to figure it out so if anyone can help, please do
Nope, i'm a khajiit magicka nightblade and I have 41k magicka, and my armors aren't gold (only one part). You could have 40k+ magicka without breton/altmer racial passives. Having Arcane jewelry will make a noticeable difference.
How are your attributes allocated? You should have the vast majority of your points into magicka, with only as many points into health as you need to avoid getting 1shot (usually the benchmark is around 17-18k max health in pve for a dps).
Run Inner Light on both of your bars for the 7% max magicka (2% from mage guild passive, 5% from Inner morph).
Considering your destro/resto setup, here's the bar I recommend:
Bar 1 - Inner Light, Crippling Grasp, Swallow Soul, Impale, Merciless Resolve | Ice Comet
Bar 2 - Inner Light, Sap Essence, Twisting Path, <your choice>, Siphoning Attacks | Soul Harvest or DB of Smiting
Are you using vr15 max health, max magicka food? How many CP do you have allocated?
Your mundus is good. Is all of your gear divines? In some cases it is optimal to have one or two infused pieces, but only if they are on either pants, chest or helm.
As a point of reference, I'd like to give you the average numbers I see for Assassin's Will and Impale too, since you're already using these as a benchmark. Without any buffs (only food) I have almost 2900 SP (I think it's like 2890 ish) and 41k max magicka. I play a Breton NB, except my primary role is tank, so I have like 30 points into health still. Basically what that means is you can get to 40k without being a magicka race. Fully buffed with kena, SPC and major sorcery, I have 4100 SD, and still 41k max magicka. The average crit on my Assassin's Will is 35k (but on one rare occurrence I hit 63k with empower & war horn, all procs all buffs). Impale consistently crits for 30k during burn phase.

For PvP do you run impen or divines or what? Teach me the path to gloriousness.
Not necessarily. I have 4.1k SD (without SPC) using the setup I described above. I wouldn't get rid of julianos for alchemist (despite how awesome it is) because I don't feel it's optimal. In order to build for alchemist and have the same stats as Julianos, you have to use potion cooldown glyphs on all 3 jewelry pieces and compensate for the loss of SD still with weapon enchants (which don't exist for SD). With Julianos you can put SD glyphs on all three jewelry pieces and get higher total SD.
