Why? Is it actually confirmed that all pieces are going to be infused on the PTS? I didn't believe it until I saw that all the Nerien'eth helms for sale were indeed Infused and I'm really hoping this is bugged or sheer coincidence.
If this is the case, is there a reason why that particular trait is only being sold when traits like Divines or Impenetrable are clearly more desired?

✭✭✭✭✭Infused isn't the best and it's definitely not the worst. You want in now? Take infused. You want best in slot? Go out and farm it. This gives those that just can't get one to drop the chance to get the set and use it even if it's not 100% ideal.14 -

I can agree with this. I can't for the life of me get certain shoulders to drop, and I do both the daily gold and silver keys on multiple toons most days. Yet, try as I may, I just can't get in the good graces of RNG divinities.
I would also prefer farm helms, but this vendor would have certainly been a convenient way to get the shoulders I need.PS4 NA Server

@Kammakazi As I said, I'll farm the helms. I'll farm the helms all day because I love PvE. But the shoulders? It's impossible the farm those, you get 8 chances per day (and that's with 8 characters at VR)...silver chance is so abysmally low to drop I barely count them. Bah. You already got a vendor to give you helms with decent traits with no need to work for it. (Seriously, just 100K gold? You spend many times more than that on bag and bank space, FFS.)
I'm perfectly ok with them not having BiS traits in the vendor. If you're having trouble completing the dungeons, then get better and find better groups to run with it. Besides, farming everything except ICP is easy even with mediocre dds, if your dps is better than "mediocre".
Drop rates and trait rng are awful, but if you have troubles finishing CoH for that Nerieneth helmet...

Two keys per day per character.
I am swimming in shoulders. Have Kena of any weight divines. It is very easy for a dedicated PvE player to get shoulders, but you can't "target farm" a specific set.
I should have known that when ZOS throws a bone to casuals they would only come begging for some meat.0 -

Yes, farming is a pain in the butt, but if it was any easier you know there would be groups of players complaining about that, too. "This game is being changed for teh casuals" sort of mindset.
I think going with infused was a good choice. It gives you an at least useful trait for the piece. I'd take Infused over the shoulders I just got - light armor Scourger set with well fitted.
