The reason why leap is so powerful as a stamDK is because it's the only ultimate who does "physical" damage, so it scale with mighty.
Another example, mighty actually boost stone fist even if it's a magicka skill, just because stone fist does "physical" damage. Same with the initial tick of dark talon (both will be changed from physical to fire damage in TG patch).
With this change, it's basically a 25% damage bonus for these skills for every 300+ cp stam DK. Fire damage would be better with an average of 1200 cp (mighty, precise, the new thaumaturge and elemental expert capped), but we won't have 1200 cp from a long time.
And yes, if mighty was a boost for all "stamina-based" attack and ele expert a boost for all "magicka-based" attack, it would solve all the problem (including ultimate, killer blade and some other) at once.

Thank you for confirmation, I have the same observation as you. Some folks just dont get it. I got to round 5 on VMA with my tank build when he was at 350ish cp. So i have a pretty good idea of how my stamina fire tank dk works. When i hit 501 (currently at 455) I will see if i can complete it with my Tank. I dont think anyone else has beat it with a tank yet. That was my goal and i have an old post that can be searched talking about it. This is really the only viable NON WRECKING BLOW stamina Dk that i have played and really enjoy, now Wrobel wants to wreck it. It feels like this guy is trolling me. We finally figure out an alternative to Wrecking BLow and it gets nerfed.........

However, major brutality is an entirely different story. Major Brutality increases weapon damage. Of course it's going to affect an ability that scales with weapon damage- this has nothing to do with Mighty.

Yeah but Cheez-its are considered magic damage in the champion tree so you have to eat doritos and funyuns to get the damage to scale properly.
