There has been no official ban on it, other then the mages guild as well as Morrowind but they allow it on non dunmer, so long as they are not dunmer they allow it in a limited way and some organizations ban it as well. Like the lions guard does not allow it but they are willing to use the necromancy in the war effort. As seen in the ep starting zone in Bleakrock. But necromancy is shunned by most people .Thus most necromancers will practice it in secret, giving a good reason why a lot of ruins are crawling with walking undead, but in the case of of the draugr. Some times necromancy is involved with raising them. Other times some spirts seem to be able to reclaim their bodies willingly in order to fight intruders. While most draugr might have their souls trapped inside there bodies either by the dragonpriests or by Akatosh who cursed them to be like that for their crimes in life.

The Templar class in this game is the most muddled class in the game. I think that the problem with Templar is that it dilutes healing with offensive skills. They need a really strong Priest healer class that is focused on magical and physical healing and "divine strength" so that people can be stamina or magicka focused, or a mix, depending on how they want to play. They would provide healing and defensive and offensive buffs to allies and curses/debuffs to enemies rather than doing direct class-based DPS. Edit: with 4 classes, these should be mostly not overlapping in abilities and properties.
Wow did it right. The classes have a story that make their roles make sense. With this game, the narrative behind the classes will eventually make no sense. Assassin healers and templar assassins. Just watch.

Not quite. Right now, it should have been banned by the Psijic Order already and we know for sure it was banned by the Mages Guild. It is seen as an abomination by almost every culture, being considered either illegal and/or an affront to the Gods or ancestors. How could we argue, from Lore point of view, raising a corpse in Auridon or in front of a Redguard, and they not reacting to it? I am using the exemples of the two societies that abhor it the most because it is important to consider what would work in the entire game, not only on the places where it is "technically legal", like Cyrodiil (still shunned though).
That's why, if it is added, it should be through a skill line with an explanation for you to be part of the few exceptions. Not as a class.

Honestly, I'd be happy with a ton of new skill lines being added to each class so you can craft the "flavor" of your choice. I don't care if they make a Necromancer class or simply add a GOOD skill line to Sorcs to make it possible!
