it is a PvE zone which is pvp-enabled - it has story to it and quests against NPCs - so it is PvE - it is just not purely PvE, but as well PvP. But it is as well wrong to expect, that it would have to be catered for sole PvP play - it is both at the same time, neither catered for carebears nor hardcore PvPers - just accept that it is a hybrid, an pvp-enabled PvE zone.

that is correct, I never played a pure pvp MMO, I am a roleplayer - and that is why I play ESO and not another fantasy MMO.

I think the issue here is that 2 worlds collide in ESO - there is the RPG community which goes for exploration and stuff like this - and there is the pvp MMO community, which is seeing ESO as a pvp platform. Both is just partly correct, because it is a mix - with the main focus on PvE, not PvP - seen from the current zoning.
I have not purchased IC because I knew it was pvp, and I am a PVE player with RP in mind. I have watched streams to see what IC looks like and if I would change my mind perhaps. And basically came to the conclusion that I won't stand a chance in there against pvp people.
From what I understand (please correct me if I am wrong) is that IC was supposed that add excitement as players could encounter other players while fighting monsters. However from what I have seen it's basically PVE people being destroyed by PVP people. And I just do not get it really, there is no challenge for PVP players and it's frustrating for PVP players mostly. So it seems like both sides gain nothing from it right?

The reason is, that they would no longer find easy prey, but would have to fight real pvp players instead to farm pvp-unexperienced PvE players. You want an easy kill, and that is why you are against a PvE IC instance.

The reason is stones are the stuff your buy with them are rewards for pvping, if theres a pve instant then ic will die. Why pvp when the pve carebears get their way.

[PS] PvP players I know go to Wrothgar to farm mats, not the IC. They are not rich from selling mats because playing PvP does not get you any mats, meaningful rewards or decent amount of gold. Maybe you are playing a game that's not ESO?
1. Imperial City is PvP not PvE
2. Then the PvP players you know are doing it wrong. In fact, I call BS on you stating that they farm for v16 runes and Ruby in Wroth. PvP does give you mats a lot of mats very quickly and the most meaningful rewards. You just don't know what you are doing or stating BS.
